Experience

Matthew Keats is a specialist in the development and financing of oil, gas, petrochemicals and power projects and was made a partner in 2005. Recent projects of note include advising the borrower on the multi-sourced financing of the $6 billion Jamnagar refinery in Gujarat, India, advising the purchaser on the acquisition of upstream interests in North Africa and the Middle East, advising the lenders on the financing of the 400 MW T-Power project in Belgium, advising the vendor on the development and subsequent sale of an onshore salt cavity gas storage facility in the UK, advising acquirors and vendors on the sale and purchase of numerous refineries across Europe and advising the developer on the development and training of solar farms in Italy, France and Germany. 

Matthew relocated to Moscow in 2010 to head up the Russian energy and infrastructure group.  During this time he advised on the Moscow Minsk Motorway Project in Russia, which was awarded Road Finance Law Deal of the Year 2010 by Jane’s Transport Finance. Matthew’s project financing experience also includes advising on a number of infrastructure and energy projects including advising: Moser Baer Clean Energy Ltd on the development of a greenhouse PV plant in Sardinia; Ineos on the development of two catalyst plants in an SEZ in Gujural, and Tri-Ocean Deep Water Ghana on their acquisition of a majority shareholding in a company which holds participating interests in the Jubilee Field in Ghana
